Minutes of September 14, 1999 Meeting

George Bisso called the meeting to order at 9:40. The minutes of the July 13, 1999 meeting were reviewed and approved.

FINANCIAL REPORT

Checking Account Balance: $2,992.00

Savings Account Balance:        $1,238.12

OLD BUSINESS

Luncheon Meeting. The October meeting will begin at 9:30 as usual, then break for a catered lunch provided by the station.

LTR/450 MHz Trunking. The briefing by Wiz on the operation of centralized/decentralized trunking was deferred until the October meeting.

Joint Meeting With Canada. A letter has not yet been written to FCC expressing frustration and embarrassment because FCC headquarters did not send a representative to address the issues.

Nextel IX to SMR. Dennis Anderson provided an update. The problems have not been resolved; in fact, more interference problems are being experienced as Nextel adds more sites. Let Denny know if you are receiving interference from Nextel.

Telex Headsets. George Bisso reiterated that FCC has issued licenses for use of the Telex headsets on frequencies 494-608 and 614-806 MHz.

NEW BUSINESS

IX on Mt. Spokane. Curt Kyle reported that Washington State emergency communications/ warning system is experiencing severe signal degradation from the VHF low-band base station on Mt. Spokane. The noise level dropped significantly when KXLY-TV Channel 4 shut down its transmitter for maintenance. FCC has been asked to investigate.   More details.

Private Two-Way Public Safety Communications. Discussion centered on a perception that FCC's priorities in policy-making have evolved away from private public safety to large commercial entities, i.e., cellular and wireless telecommunications. The feasibility of forming an action committee on a national level to address these issues was discussed. It was pointed out that FCC, by Congressional mandate, cannot prevent the public from receiving cellular/wireless services.
