    FINANCIAL REPORT

    Checking Account Balance: $4,248.75

    Authorized Signers. A motion was made and seconded to delete Duncan Stewart and Judy Bisso as signers on the checking account and to add Shirley Perry. Patrick Buller will remain on the account.

    OLD BUSINESS

     

    APCO Meeting Conflict With WWCIC/WCTC Meeting. George reported that the following dates have been scheduled for upcoming APCO meetings:

    June 8-12,1998; June 1-4, 1999; June 12-16, 2000

    To avoid a potential conflict with Memorial Day plans, it was decided to try and schedule the 1998 WWCIC/WCTC meeting the week of June 15 at Hazelmere. This would also enable attendees at the Canada meeting to discuss concerns from the APCO meeting, if appropriate. George will follow up on a firm date for the meeting with Canada.

    WWCIC Web Site. Alan Robinson was not present to report on his progress to establish a WWCIC web site. Chuck Zappala related that Alan now has a temporary web page and desires an input from members concerning content and structure for a permanent site. Alan has completed some newsletters and brought on the July WWCIC minutes, as well as adding engineering standards. George stated that Alan should be made the official "Web Master". George will scan the WWCIC brochure and email to Alan to include the history and mission statement. He also suggested that Alan check FCC and FAA web pages for inputs. There was discussion as to whether the web page should have a direct link with FCC email.

    800 MHz Cross Border Interference. A solution to this issue is still being addressed. Dennis Anderson reported that Valley Comm has reduced their power and changed the direction of their antenna to point south. George pointed out the Northwest is somewhat unique, and interference can be troublesome because of water, mountains, and other natural effects.

     

    NEW BUSINESS

    Meeting Facility. Shirley learned we can no longer use the Renton King County Department of Public Works Conference Room after October 1997. Therefore, members were asked for assistance in locating another conference room for November and subsequent meetings. One possibility is the AT&T facility at Town Centre in Redmond. Other possibilities are Boeing or KLSY in Bellevue. Shirley will inquire if the County has another conference room available. George will check on meeting at the National Weather Service (NWS) after the first of the year and getting a tour of their facility in conjunction with our meeting.

     

    Weather Alert Radios. George announced plans for moving the NWS transmitter from Gold Mountain to Squak Mountain and passed around a brochure on a new weather alert radio used by the NWS.

     

    FCC Items of Interest. Dennis Anderson reported the following:

    - FCC has proposed reallocation of TV channels 60-69 (746-806 MHz band) to help alleviate a shortage of public safety spectrum; specifically, 24 MHz would be allocated at 764-776 MHz and 794-806 MHz to the fixed and mobile services for public safety use. The remaining 36 MHz at 746-764 MHz and 776-794 MHz would be designated to fixed, mobile, and broadcasting services. It is anticipated these bands would be assigned through competitive auction.

    - Amendment of Part 90 of FCC rules to provide for use of the 220-222 MHz band by private land mobile radio service repealed the 40-mile rule contained in Section 90.739(a).

    - Proposed amendments to Part 90 concerning private land mobile radio services declined to change mobile loading and reporting requirements for 800 and 900 MHz non-SMR systems.

    - FCC clarified RF emission guidelines by issuing a revised technical bulletin delaying implementation of rules adopted last year and setting Sept 2000 for full compliance. FCC is also considering new rules for local antenna site disputes.

    - FCC rules have been amended to relocate the digital electronic message service from 18 GHz to 24 GHz and allocate the 24 GHz band for fixed service.

    - FCC is paying special attention to illegal scanners.

    - FCC has adopted guidelines for assessing forfeitures which add predictability in amounts assessed for similar violations among different services.

    - FCC is seeking comments on preemption of certain local restrictions on the placement and construction of broadcast transmission facilities.

    - Illegal pager and cellular cloning activity has been emphasized. The public is warned to protect their privacy by avoiding the use of pagers and cell phones for sensitive information.
