Dates for WWCIC meetings for 2007   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and November joint meeting with our Canadian counterparts.  The current location for regular meetings is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Vice-Chairman Wiz called the meeting to order at 9:37 am. Introductions were made around the tables.  Attendance today: 7.

Adoption of draft minutes of last meeting: Meeting minutes for July’s meeting were approved as drafted.

Secretary-Treasurer Finance and Correspondence Reports:  A check for $500.00 was sent to Semiahmoo Resort to reserve a November meeting room.  Checking balance $450.14, saving interest income $.78, savings balance $2378.51.

Committee Reports

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome.  Tektronix had offered to make a presentation today but had to cancel at the last minute. (OPEN)

Old Business

BPL Issues: NATO has published a position paper on BPL. They are concerned that the aggregate noise level will increase and adversely affect communications.  The report can be seen at:  http://ftp.rta.nato.int/public//PubFullText/RTO/TR/RTO-TR-IST-050/$$TR-IST-050-ALL.pdf  

The British area not favoring the use of BPL.

Direct TV is pushing a BPL solution for connectivity between their receivers and subscribers devices in the home.  (OPEN)

150/450 MHz IX: Several transient interference reports in the 450 band. Some progress being made on East Tiger Mountain interference.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: New FCC rules are out for the 700 MHz band. The state plan will need to be rewritten to incorporate the changes. The new channel plan is expected in one or two months.  Licenses are frozen. Systems not currently on the air cannot go on air until the new channel plan in finalized. The freeze will affect the cost of the King County Metro and Community Transit systems. Pierce County has applied for a waiver to allow them to finish construction of their system and use it before the freeze is lifted. The successful national broadband bidder will only be required to spend $10 mllion in total nationwide to helping existing systems move to new channels. The next meeting location is Pierce Transit’s office. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon. (OPEN)

800 MHz IX and Nextel issues: The 800 MHz meeting may be shortend and moved to before the 700 MHz meeting due to the expected length of the 700 MHz meeting.  (OPEN)

Technical Seminars at WWCIC Meetings:  Suggestions for future seminars are welcome. (OPEN)

XM and Sirius Satellite Radio News: No report. (OPEN)

APCO business or reports and general frequency coordination news: APCO will bid to be the national 700 MHz Public Safety Broadband Licensee (PSBL). The latest FCC plan does not have local wideband/broadband licenses, if users need this type of service they will have to use the national licensee.   http://www.apcowa.org/ (OPEN)

Amateur radio activity: The ARRL continues to work on BPL issues.  (OPEN)

New Business

Joint WCTC/WWCIC Meeting

M/A-COM has offered to help with the November meeting by giving a presentation and possible underwriting some of the cost of the meeting room. Several other manufacturers have also expressed interest in making presentations or having information available. The suggestion is to end the main meeting earlier in the afternoon and have vendors available after the meeting and/or during breaks for people to talk with. An agenda needs to be developed with several focus issues to attract attendance. Communications for the Olympics, interoperability, 700/800 MHz plans are major topics identified so far.

Items of Information

A visit to the American Museum of Radio in Bellingham is worth the trip.
