Dates for WWCIC meetings for 2006   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts.  The current location for regular meetings is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at the WSP office in Bellevue.  Introductions were made around the tables.  Attendance today: 13.

Adoption of draft minutes of last meeting: Meeting minutes for June’s meeting were approved.

Secretary-Treasurer Finance and Correspondence Reports: Payment for second quarter web hosting $54.00. Checking balance $682.70, savings balance $2869.61.

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome. (OPEN)

Web Site Report: No report .  

FCC Report:  A mandate of emergency alert via cell phone is coming. The details of how this form of EAS will be implemented are not out yet.  In a related report the City of Seattle is planning a system where a selected geographic area can be highlighted and all the phones (landline) in that area would be dialed and a message given. The capability to call cell phones this way is not technically feasible yet. This would be for emergency notices.  A simpler system has been in use by the Seattle and other city’s utility departments for customer notification.  (Open)

150/450 MHz IX: No report. (OPEN)

FRS Issues: No report.  (OPEN)

700 MHz Planning & Meetings:. The City of Seattle has an experimental license for wideband video. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.    (OPEN)

800 MHz IX and Nextel issues: No report. (OPEN)

Technical Seminars at WWCIC Meetings: An open invitation for ideas; presenters or topic suggestions to follow up on. Don Cloutier from Bartley Machine & Mfg. Co. Inc. (Q Filter Products) Gave a presentation on some new RF filter designs. (OPEN)

XM and Sirius Satellite Radio News: Nothing new.  (OPEN)

APCO business or reports and general frequency coordination news:   (OPEN)

License-free or Spread-Spectrum technology issues: Complaints of interference have risen with the increase in usage of these bands. Wireless ISP providers, business and personal networks etc. are increasing the congestion. Many of the operators do not understand the complexity and vulnerability of wireless nor the rules that apply (ie: part 15). RF personnel have a hard time getting Information Technology and Fiscal people to see the appropriate applications and limitations.   (OPEN)

Amateur radio activity: No report.  (OPEN)

Old Business

The interference to the 48 Mhz City of Tacoma channel on Grass Mountain was never totally resolved. The City is moving the traffic from that channel to a simulcast 150 Mhz system.

There was none.

  Items of Information

George Bisso corresponded with Pat Buller last week after Pat was diagnosed with lung cancer. Pat was upbeat and holding up. Members are encouraged to drop him a line.
