George Bisso called the meeting to order at 9:35. The minutes of the June 8, 1999 meeting were reviewed and approved.
FINANCIAL REPORT
Checking Account Balance: $1,414.97
Savings Account Balance: $2,821.59
OLD BUSINESS
Luncheon Meeting. George proposed that the October meeting begin at 9:30 as usual, then break for a catered lunch provided by the station. We will discuss this more at the September meeting.
LTR/450 MHz Trunking. Briefings on the operation of centralized/decentralized trunking will begin at the September meeting with Wiz being the first speaker.
Joint Meeting With Canada.
Shirley reported there were a total of ten "no shows"--five from Canada and five from the U.S. It was decided to ask the U.S. no-show members to pay for lunch since they did not call to cancel and Shirley was obligated to pay for them.
There was lengthy discussion concerning the frustration and embarrassment felt because FCC headquarters did not send a representative to address the issues even though WWCIC offered to pay all expenses. It was suggested that a letter be drafted to send to FCC. It was also suggested that a letter be drafted to Industry Canada expressing our appreciation for their involvement and apologizing for FCC headquarter's absence.
Washington State Patrol (WSP) Squak Repeater. Pat Buller provided an update on ongoing interference to WSP repeater on Squak Mountain from US Customs. All concerned have met the site standards and different antennas have been tried; however, the interference still occurs.
Telex Headsets. George Bisso reported that FCC has issued licenses for use of the Telex headsets on frequencies 494.000 to 608.000 MHz and 614.000 to 806.000 MHz. In case of interference, call 212-454-2085.
NEW BUSINESS
Interference to WSP. Pat Buller spoke of a case of malicious interference to the WSP repeater input frequency for Skagit County. The FCC is monitoring but have not found the source yet.
World Trade Organization. Will be meeting in Seattle area the upcoming November timeframe. A problem with interference to bicycle cop headsets is anticipated.
New Member. Sam Samuelson was welcomed as a new member.
APCO Summer Conference. Highlights of the APCO conference June 8-11 in Spokane were discussed. John Clark from FCC WTB was there and briefed on Y2K, disposition of TV channels 60-69, and reallocation of spectrum. Dennis Anderson also participated in panel discussions about the future of 700 MHz and system interference. Pat Buller provided information on emergency management and how to prepare for earthquakes and other disasters.
Scholarship. A suggestion was made for WWCIC to sponsor a scholarship for a worthy young person desiring education about radio frequencies. This will be discussed at the next meeting.
