Dates for WWCIC meetings for 2006   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts is scheduled for Wednesday, June 14 at Semiahmoo.  The current location for regular meetings is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 9:32 AM, at the WSP office in Bellevue.  Introductions were made around the tables.  Attendance today: 16.

Adoption of draft minutes of last meeting: Meeting minutes for May’s meeting were approved after one grammar correction.  

Joint Meeting:  Ways to better estimate our attendance for the joint meeting were discussed. We committed to the next higher price attendance increment but had some no shows so we did not breakeven. Communication with the WCTC was not smooth. The WCTC contributed a lot to the meeting that was not reflected in their correspondence. Suggestions of prepaid, online registration and questionnaires were discussed. Summarily earlier planning and communication are needed.

Committee Reports

 

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome. Jay is working on a presenter for the September meeting. Despite being very busy Harlan was able to arrange for a July presentation, Coscomm. Loren volunteered to follow up on touching up the WWCIC logo, the archive image is blurred. (OPEN)

Web Site Report:  Alan is checking into more advanced features to the website such as pull down menus.  

FCC Report: Forfeitures for FAX and indecent language were issued. The 450 Mhz Washington Alarm issue has been resolved. The FCC has been petitioned (Pacific Corp.) for use of marine VHF channels in areas away from the coast and inland waterways. An individual that was jamming CB channel19 agreed to a $10K forfeiture donating $10 per month to the US treasury and other conditions. Ongoing intentional interference is occurring on several Everett area law enforcement channels, music and baiting comments being made over the air.    (Open)

BPL Issues: No Report. (OPEN)

150/450 MHz IX: No Report. (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: The Washington plan for region 43 was submitted and approved by the FCC. Credit goes to the current and former planning committee members for their hard work. This opened the licensing process, forms and procedures are due out the last week of July. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon. (OPEN)

800 MHz IX and Nextel issues: The Transition Authority has requested an impromptu meeting for July 13, 1300 to 1500 hrs. The FCC has a modification out for comments to change the committee representation by zones and go with 1 vote per licensee to encourage representation. (OPEN) 

Technical Seminars at WWCIC Meetings: Icom has indicated interest in making a presentation at the November meeting. An open invitation for ideas. Presenters or topic suggestions to follow up on.  (OPEN)

XM and Sirius Satellite Radio News: Nothing new.  (OPEN)

APCO business or reports and general frequency coordination news:  The 90 day freeze on new applications due to rebanding that started in June may be extended. More information available at 800ta.org. (OPEN)

License-free or Spread-Spectrum technology issues: Lots of activity, equipment is showing up all over. The FCC has new guidelines for 5.35-5.7 Ghz under 250mw. Nextel and Sprint have experienced interference from baby monitor and 900 mhz cordless telephones (spurs and noise). (OPEN)

Amateur radio activity: No report.  (OPEN)

 

New Business

Inexpensive wide band spread radios are readily available to the public. Portables that cover the entire VHF and UHF LMR bands that are front panel programmable are available on ebay etc for less than $75.

Items of Information

The average person thinks of telecommunications as a clean relatively low risk occupation. The worker that wades through vagrant and rodent detritus on their way to the roof of a dirty abandoned warehouse to work on a bird dropping encrusted cabinet has a different view.

The Customs and Border Protection Service would like to thank Steve Leonard and Sprint/Nextel for their help in trying to resolve the interference near Bellingham. This sentiment was echoed by many agencies and broadcasters.
