Dates for WWCIC meetings for 2004   The following dates were established for the slate of meetings in 2004.  They are almost all the 2nd Tuesdays like always, but with a few exceptions.  Sep 14, Oct 12, Nov 9, & Dec 14.  The December meeting is usually a Holiday Season Brunch.  The current location is the Washington State Patrol Office in Bellevue.  Please note, & place these on your calendars.

Technical Presentation for October 12

Hosted by Kim Torp-Pedersen, Alster Communications, a presentation on BDAs including public safety issues and the impact of rebanding.  TX-RX is flying a Sr. Engineer to talk about their (our) signal booster II, where most significant gains are being realized.  Issues that have surfaced with rebanding will be presented and discussed.

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:34 AM, at the WSP in Bellevue.  Introductions were made around the tables.  Our Canadian friends sent George a letter of thanks for hosting the meeting.

Adoption of draft minutes of last meeting: Members and guests in attendance today: 12.    Meeting minutes were recorded by Chuck Zappala, Sec/Treasurer.  The previous meeting minutes were reviewed, moved and accepted.  Wiz “ex-Jon” noted a typo in the 700-800 MHz section.

Secretary-Treasurer Finance and Correspondence Reports: Provided in the previous page.

Canadian-US Joint Meeting Rap-up comments:  We done good.   (Closed)

 

Committee Reports

Constitution and Bylaws Committee Report:  The committee has published the 16 pages to the Board and requested comments by the September meeting.  Chuck z passed out a few copies for quick reads.   After the Board reviews it will be brought to the membership for discussion and a vote.  Highlights of the document were presented.  (OPEN)

Technical Committee Report: No report.  (OPEN)

Web Site Report: Alan Robinson via an email to Chuck z that said everything is working and the web site is up to date.   (OPEN)

FCC Report:  Mike Roth provides interesting and very funny stories about busting illegal CB’ers in the Seattle area.  We look forward to more.   Efforts continue against spam and all sorts of scams; seem to be rampant as usual.   The FCC continues to chase the bad guys.  (OPEN)

  Old Business

800 MHz IX and Nextel issues: Steve Leonard reported that he is not privy to anything new but noted that things will be interesting for Region 5.  It’s a wait and see event until Nextel takes some time to study the FCC ruling.  Comments were made about the tug-o-war situation and which way it might go from there.   A long IX discussion about BDA systems, paging systems and WLAN followed.  (OPEN)

700 MHz Planning & Meetings:  Wiz (ex-Jon) noted the meeting in Yakima was canceled.  The next meeting is in Olympia.  The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.  Contact Wiz (ex-Jon) Wiswell, Pat Buller or Kevin Kearns for more info.  Meeting schedules and past meeting minutes are on these web sites.   Be sure to check them for the latest information in this important planning step for both 700 and 800 MHz use in the future.  (OPEN)

Grass Mt. 48.48 MHz IX Report: Pat Buller reported that the whole “freak’n” (a technical term) building was the problem.  Pat explained it was an electrical wiring problem with the building.  Poor electrical power, grounding construction and engineering standards.  The IX continues but the source has been identified.  Onward.  Stay tuned.  (OPEN)

Technical Seminars at WWCIC Meetings: Nothing to report. (OPEN)

XM and Sirius Satellite Radio News: Nothing to report.  (OPEN)

APCO business or reports and general frequency coordination news:  The national meeting will be in Canada.  There is a lot of travel restrictions for budget and also the meeting was out-of country.   Pat said the APCO911.org web site has a lot of good information.  (OPEN)

License-free or Spread-Spectrum technology issues:  Nothing to report. (OPEN)

Amateur radio events and activities: Noted the Tacoma hamfest on August 15th.  (OPEN)

New Business

Ed Wentz reported that he has a UHF repeater on Rattlesnake Mt. A new licensee that came up on the air on 461.5 MHz at Squim at Buck Mt. and was interfering with his system.  Ed worked with the FCC and ITA.   George seemed to think that since the signal was so strong there must be another repeater closer.   George said he would help look into it.

Chuck Z reported that Boeing was helping the FAA with a DME IX problem at Boeing Field.

George related a 450 MHz problem that has been going on for 17 months.  The license application is getting rejected over and over.   The lawyers are working it now.

Miscellaneous: Apparently Curt Kyle retired.  An email bounce back came with a short note saying he was fading away, and God bless.
