Chairman
Steve Mayes called the meeting to order at 9:50.
Minutes of the May meeting were reviewed and approved.

OLD BUSINESS
Washington
State Patrol (WSP) Squak Repeater.
Pat Buller reported that NOAA has relocated their transmitter to the
Corps of Engineer tower on Cougar Mountain.
NOAA’s move increased their coverage and eliminated interference to WSP
on Squak. Other improvements have
been made to the Squak site, including an upgrade to equipment by U.S. Customs.
Kris McGowan relayed a message from George Bisso that the move has hurt
NOAA. They are 600 feet lower now
which has created some loss in reception. Deferred
for more clarification additional information from George at the next meeting.

Interference
from Nextel. Wiz
advised that Nextel sent nondisclosure statements to City of Seattle.
Once signed, Nextel will share information with the City. Wiz commented that Nextel is cooperative on a case-by-case
basis but is hesitant to commit long-term.
Dennis Anderson has not heard anything more about the Bellingham area. (OPEN)

Amendments to Constitution and Bylaws. Rich
Tiedeman was not present to discuss his recommendations.

Interference
Complaint Form. Alan
Robinson presented a revised two-page WWCIC Interference Report Form.
There was continued discussion about the purpose of the form, how the
form should be processed once received; should it go to FCC first; should an
electronic version be attached to the web site; should it contain a Privacy Act
Statement, etc. Alan will make
another revision and distribute to members.
He will be sure and add a statement to the effect that the form will be
mainly used as a tool for gathering information and data.

Engineering
Standards #1-5.
Shirley provided copies for
everyone. Members discussed whether
these standards were still valid or had a purpose now since they go back to the
1950’s. The general consensus was
that Standard #6 supersedes #1-5. (CLOSED)
NEW BUSINESS
WWCIC
Meeting Location.
Pat
Buller asked how long into the future WWCIC had the KLSY Studio Conference Room
reserved for meetings. George Bisso
will be consulted. (OPEN)
IX
from Canadian Truckers.
Kris McGowan has been involved in the investigation of interference from
Canadian truckers in the Sedro Wooley area.
Steve commented that the Forest Service had heard the truckers on the
168-625 aviation channel. He will
let Kris know if they hear it again. (CLOSED)
Illegal
Broadcast Radio.
The FCC has been investigating a case of pirate broadcast on 93.7 FM in
Seattle. Steve Safarik, station
operator, came to the meeting to argue his case. He wanted to know if he could operate as a low power, one
watt, FM station (LPFM).
Dennis Anderson replied that he would need to apply for and receive a
LPFM license from FCC to legally operate. (CLOSED)
AT&T
Wireless. Chuck
Zappala reported on an interference problem that AT&T Wireless was causing
to Tacoma City Lights. AT&T ran
tests and fixed the problem.
DOT.
Harlan Ohlson briefed on an
interference problem they were received on Channel 69.
FCC
Items of Interest.
Dennis Anderson reported on the following FCC issues.

1)
FCC issued $7,000 forfeiture to Sunjet Car Service for violation of
operation on unlicensed frequency and failure to ID.
2)
An unlicensed broadcast station (pirate) operator was arrested by FBI,
with assistance from FCC, in NYC on May 10.
3)
The Wireless Bureau announced expanded hours for ULS technical support.
They may be reached on their Hotline from 7 a.m. to 10 p.m. and expanded
weekend hours.
4)
FCC reduced a $78,000 forfeiture to $25,000 assessed against PNI, public
land mobile licensee.
5)
Part 15 of Commission rules were revised regarding ultra-wideband
transmission systems.
6)
In Public Notice dated May 22, OET clarified antenna connector
requirements for Part 15 unlicensed transmitters.
7)
FCC fined MCI $3.5 million for slamming violations.
8)
FCC fined IBM $70,000 for unauthorized transfers of control of private
wireless licenses.
