Dates for WWCIC meetings for 2004   The following dates were established for the slate of meetings in 2004.  They are almost all the 2nd Tuesdays like always, but with a few exceptions.  Jul 13, No meeting in Aug, then Sep 14, Oct 12, Nov 9, & Dec 14.  Please note, & place these on your calendars.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:35 AM, at the WSP in Bellevue.  Introductions were made around the tables. 

Adoption of draft minutes of last meeting: Members and guests in attendance today: 15.    Meeting minutes were recorded by Chuck Zappala, Sec/Treasurer.  The previous meeting minutes were reviewed, moved and accepted by adding Alan Robinson as having attended.

Secretary-Treasurer Finance and Correspondence Reports: Provided in the minutes.  The mailing address of the bank statements was changed to the Sec-Treas’ home to make it more efficient in doing the books.  But, the business address remains at the FCC at Totem lake.

Canadian-US Joint Meeting 2004 Report:  George reviewed the current objectives for the meeting.  Jerry Noe offered his contribution to host a presentation on interoperability.  There was discussion about the video projector at the resort.  There was some concern about possible attendance followed by discussion about who was going.  Spencer Bahner offered some suggestions on cross-border issues that he would like discussed or presented at the joint meeting.   There was some sidebars about the Olympic Games coming up in BC and what possible involvement we might have or WCTC?  There was concern about the lack WCTC input to the meeting.   George said we need to send email to WCTC to make sure this issue is covered.   Members offered to work their personal contacts to encourage communication and participation.   Steve Leonard offered to have a presentation at the joint meeting.  55 was the established anticipated head count.  Finances were discussed to make sure we could finance the meeting.   Discussion continued that it is more important to have the meeting than not to have the meeting.  Discussion on how important the benefits has been in the past.  Resolved  that we should host the meeting regardless.  There was a concern that there was a lack of communication with the DHS folks at the border and that we need to make sure they are invited.    (OPEN)

 

Committee Reports

Constitution and Bylaws Committee Report: Chuck z reported that Harlan and Hadley Allhands turned in their working copies of the draft with 90% approved outright.  The next step was to incorporate the 10% changes, republish to the committee and then to the Executive Board.  After that, it will be published to the membership.  The new Constitution and Bylaws document is 16 pages long and plugs up numerous loop-holes and brings the organization administration up to date to prepare for the future.   (OPEN)

Technical Committee Report: No report.  Harlan noted that we continue to be stalled on technical presentations at meetings.  (OPEN)

Web Site Report: Alan Robinson said that everything is working and the web site is up to date. Jon Wizwell asked about disk space on the web site because he suggested about putting up more content, text, PowerPoint slides and photographs on the web site.   (OPEN)

FCC Report:  Dennis Anderson reported that HQ has been swamped with complaints about indecency.  Broadband-over-Power lines information is flowing and comment to the FCC are being made by various organizations.  Pirate radio station operators continue to be pursued, especially in Montana.   It was a great story.   The FCC is in the process of “surplusing” equipment through the GSA.  (OPEN)

  Old Business

800 MHz IX and Nextel issues: Steve Leonard reported  that his in-laws were in town all last week, so he was “on-edge.”  He noted an outage in south King County due to a wind storm that felled a tree cutting a fiber, losing about 70 sites.  About half the sites in Tacoma went off the air.   Jon noted that he had trees fall through some of his microwave paths in the past, but that they fall through rather quickly.  Lots of laughs.  The Nextel (King County) retune that was to happen last month had been postponed and another attempt is coming up perhaps in a month.  No news on re-banding yet.  Rebanding in the border area is a touchy subject that will probably get special attention.  The Mexican border is going to be worse.  Harlan invited AT&T Wireless to join the effort with WSDOT and Nextel to work on I-405 interference.   (OPEN)

700 MHz Planning & Meetings:  Harlan cautioned us that other folks are getting interested in the 700 MHz band.  Jon noted the meeting in Yakima.  Discussion followed about coordination with adjacent area plans.  These folks could begin the next “800 MHz problem” to 700 MHz. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.  Contact Jon Wiswell, Pat Buller or Kevin Kearns for more info.  Meeting schedules and past meeting minutes are on these web sites.   Be sure to check them for the latest information in this important planning step for both 700 and 800 MHz use in the future.  (OPEN)

Grass Mt. 48.48 MHz IX Report: Pat Buller reported that there was some communication but no follow up.   (OPEN)

BPL Issues: General discussion, but nothing new. (OPEN)

Technical Seminars at WWCIC Meetings: Nothing to report. (OPEN)

XM and Sirius Satellite Radio News: George reported about changes in the satellite systems business that he learned at NAB.  The NAB was protesting to the FCC to block both XM and Sirius from using the terrestrial fill in boosters using 10 kW transmitters from doing local news and weather.  The issue was raised because when the satellite broadcasters applied for their license it was granted as service with no local content,   Then the satellite broadcasters applied for numerous fill in terrestrial sites because the satellite could not provide service into dense urban metropolitan canyons.  The satellite broadcasters again tried a push to provide  local service with commercials on some channels.  The NAB said that the satellite broadcasters had this planned for years and that the hidden truth was discovered.  (OPEN)
