Dates for WWCIC meetings for 2005   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts subject to change.  The current location is the Washington State Patrol Office in Bellevue.

The annual WWCIC/WCTC meeting will take place at the Hazelmere Golf Course in Canada on Wednesday, June 15th.  Start time will be announced soon.  Please submit questions and topics for discussion no later than May 31st.

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:35 AM, at the WSP office in Bellevue.  Introductions were made around the tables.  Members in attendance today: 15.

Adoption of draft minutes of last meeting: Meeting minutes for March’s meeting were approved as drafted.

BPL Issues: The ARRL has filed four lawsuits on the grounds that the FCC did not follow its own rules and various other issues.   (OPEN)

Grass Mt. 48.48 MHz IX Report: Pat reported that work is still on hold due to weather.  When conditions permit the plan is to investigate further using multiple antenna locations.  (OPEN)

450 MHz IX: Nothing new to report. (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: No report. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.    (OPEN)

800 MHz IX and Nextel issues: ESPCA and the City of Seattle have been getting interference in the 821-824 Mhz range (NPSPAC) for some time. The FCC spent some time looking at Nextel mobile units and Nextel provided assistance in the search. Ultimately the source was identified by the City as a broad band device (amp) installed on a yacht in the Portage Bay area.  Nextel worked with Snohomish County to mitigate a complaint of interference in a three block area in Lynwood.   Snohomish County (SERS) had an interference coming from a cell site along Hwy 9 that was resolved with help from the wireless carrier.  Rebanding is on step one in an expected three year process. Technical Seminars at WWCIC Meetings:     (OPEN)

Arva and Associates will make a presentation on Spectrum Analyzers at the May meeting. They plan to have an Anritsu model 2721 Analyzer available for hands on demonstration.

XM and Sirius Satellite Radio News: Nothing new to report.  (OPEN)

APCO business or reports and general frequency coordination news:  Symposium in Portland in May.

Skagit County received 23 new licenses for various locations around the county back from the FCC that were processed without Canadian objections on their first application request. There were a few additional mobile licenses that were held up by Canadian comments. (OPEN)

License-free or Spread-Spectrum technology issues: No report. (OPEN)

Amateur radio activity:  No report. (OPEN)

New Business

The date for the June meeting with the WCTC is June 15.   We need items for the agenda submitted early so get you suggestions in. Some idea areas are 700Mhz, BPL, Digital Broadcast, 800Mhz rebanding effects, Olympics communication impacts.

Items of Information

Miscellaneous: A pirate broadcast station transmitting in Olympia is causing interference to licensed stations. The FCC is investigating. The station has been around for awhile changing frequencies several times. They seem to be trying to gain legitimacy by luring advertisers and putting up billboards.

The State Patrol has a desense problem on Squak Mtn. When their repeater transmitter is on they get 15-20db of desense and they see a 5Mhz wide shift in the noisefloor. They have changed all the associated station equipment, tried different antennas with little change.

The IWCE had good presentations from the FCC, new equipment, interoperability options. Harlan passed around a sampling of literature he had collected at the IWCE.

On April 21 there will be a statewide earthquake disaster drill starting at 9:45am.

The City of Federal Way has a Request for Quotes out for a citywide WiFi network. King County Metro has plans for WiFi on its buses, Safeco Field has public and inhouse wireless networks.
