Minutes of April 10, 2001 Meeting

Chairman Steven Mayes called the meeting to order at 9:50.  Minutes of the March meeting were reviewed and approved.

FINANCIAL REPORT

Checking Account Beginning Balance, March:                                                 $3,040.04

  OLD BUSINESS

900 MHz IX.   The Mercer site is having filtering, antenna and power levels adjusted to correct interference problems.  Tacoma Power interference by Verizon reduced from 35db to 6db levels after 3rd party was brought in to assist.  (OPEN)

700 MHz Planning Meetings.   Bylaws were created at the last meeting.  WSP may possibly make the information available on the website.  The next meeting is May 30th in Yakima.  Contact Jon Wiswell for the facility address.  (OPEN)

Joint Meeting 2001. The meeting will be on June 12th at Sudden Valley Golf Course in Bellingham.  Submit topics to Shirley Perry or Dennis Anderson.  Suggested topics so far are 220 MHz, 700 Mhz, and 800/900 interference resolution services to others.  (OPEN)

Change in Meeting Location.  For now, we will continue to meet at the Washington State Patrol facility. Others are welcome to suggest other facilities.  (CLOSED)

Bulletin Board Line.  The bulletin board line will be shut down next week..  (CLOSED)

IX on 450 MHz.  Pat Buller said it was a classic case of transmitter on full power.  The problem is being resolved.  (CLOSED)

 

NEW BUSINESS

There was none.

 

ITEMS OF INFORMATION

IWCE Meeting.  Pat Buller attended the IWCE meeting in Las Vegas in March.  He reported that the cell phone industry is suggesting they take over all public safety, land mobile, leasing licenses, towers, equipment, etc. for the public safety radio services.

800 Mhz System.  The San Diego system is a good model of consolidated efforts by all government users pooling together on systems.  Over 90% coverage took 4 years to iron out concepts/usage requirements of all users, then took 4 years to construct and implement system. 

FCC.  Mike Rothe reported on the following FCC issues.   Most FCC documents can be found on FCC's web site www.fcc.gov.  If you would like a hard copy, please contact Shirley Perry.

1)      The White House announced three new nominees for commissioners.

2)      The Public Safety national Coordination Committee Subcommittee met at FCC HQ on 3/22.

3)      Part 2 and 95 were amended to create the Wireless Medical Telemetry Service.

4)      Violations/Forfeitures/Contributions.

·        Two communications companies, $500,000 each, for deceptive marketing of interstate communications services.

·        A Tele-Network company, $1,020,000, for slamming.

·        A paging company, $5,000, unauthorized operation.

·        A site company, $80,000, for failure to properly light antenna structures.

·        A site company, $17,000, failure to post ASR numbers on towers.

·        A site company, $6,500, failure to register antenna structure.

·        A PCS company, $21,000, failure to post antenna structure registration numbers.

·        A PCS company, $14,000, failure to post antenna structure registration numbers.

·        A broadcast company, $14,000, failure to register antenna structure.

The meeting adjourned at 11:11.
