Minutes of March 9, 1999 Meeting

George Bisso called the meeting to order at 9:45. The minutes of the February 9, 1999 meeting were reviewed and approved.

 

FINANCIAL REPORT

Checking Account Balance: $2,626.48

Savings Account Balance: $1,347.95

 

OLD BUSINESS

PCS Interference to Washington State. Deferred in Pat Buller's absence.

Nextel IX to SMR. Jerry Noe joined Derek from Nextel last week at Nextel's St. Joseph Hospital sight. Derek performed some channel isolation tests. The intermod levels did not go down so he suspects it's a near-far problem. He will try a cavity combiner next which will be conclusive as to whether it is intermod or out of band.

Meeting with Canada. Spencer Bahner reported on plans for the upcoming meeting on March 24, at 9:30, between 800-900 MHz users from both sides of the border. It will take place in the Electric Building in Everett. Discussion will focus on how the new Canadian E-COMM system is affecting government systems.

1999 WWCIC/WCTC Meeting. Shirley reserved a room at Sudden Valley Resort for June 8. She advised Tom Lam, WCTC, by email of the date and asked for a preliminary head count. She also mentioned to him that WWCIC would be funding travel expenses for a representative from FCC Headquarters to attend and asked if it was possible for someone from Industry Canada Ottowa to be there. He has not yet replied.

800 Mhz Cross Border Interference. Dennis Anderson is still working on this problem.

Spectrum Management Seminar. Rich Tiedeman attended the 3-day USN/USMC Spectrum Management Seminar in San Diego. It was a higher level meeting and participants included upper management from the Navy, Marine Corps, and FCC. Topics discussed included GPS jamming which is getting more attention from Congress now, coordination procedures, land mobile trunking, new GPS civilian frequencies, and interference resolution. NEW BUSINESS

Meeting To Start Later George proposed that, starting in July, we begin the meeting later in the morning to take advantage of a catered lunch that the studio provides. He did not meet with any opposition. We will discuss this at future meetings and make a final decision as to when the meeting should start.

Interference to Washington State Patrol Repeater. Deferred in Pat Buller's absence.

Interference to Key Arena. Wiz reported that Nextel's transmitter sites within a short radius of Key Arena are causing interference which threatens public safety at Key Arena events. The City of Seattle, in an effort to find a fix, has experimented with different types of filtering, directional antennas, and dual Dbm's, none of which have been successful. Wiz will also look into the logistics of microwave or fiber link. Derek from Nextel stated there is no near term technical solution; however, he will work with Wiz on finding an answer to this problem.

140K Rule. Spencer Bahner opined that the 140K rule is outdated and it may be time to change it. Oftentimes, whether a system is above or below Line A is too easily left up to interpretation. More emphasis on engineering detail in application preparation might alleviate obfuscation.

TV Channel 33. George mentioned that KWPC, Ch 33, went full power on Tiger Mountain last Thursday. If anyone has problems, contact Terry Springs, Engineer. There are rumors two other stations are headed up to Tiger Mountain.

Electromagnetic Radiation. Wayne Hardy discussed FCC's rule that RF emissions be in compliance with FCC standards by June 1, 2000. Non-compliance will result in non-renewal of license. The Washington State Department of Natural Resources is taking steps to ensure compliance, such as measurement of all buildings by meter, both inside and out, installation of warning signs, training of technicians, etc.
