Dates for WWCIC meetings for 2005   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts subject to change.  The current location is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 9:46 AM, at the WSP office in Bellevue.  Introductions were made around the tables.  Members in attendance today: 10.

Adoption of draft minutes of last meeting: Meeting minutes for January’s meeting were approved as drafted.

Committee Reports

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome. Harris Corporation’s presentation at the February 14, 2006 meeting about High Definition (HD) radio has been rescheduled to April due to a conflict in their schedule. Motorola is scheduled to make a presentation on Tower Mounted Amplifiers in March 14.  (OPEN)

Web Site Report:  Alan is checked into better pricing for the WEB hosting service and updated information, links, etc. on the web site. We have a standard business account and are on a monthly billing schedule that was offered when the account was set up originally. The only cheaper option with the same level of service requires a 2 year commitment. No change was made. Alan has not experienced any adverse problems using an older software program to manage the WEB site so he did not feel newer software was needed at this time.

FCC Report: In the future the FCC may factor in interference resolution into the fee rate structure. It will be interesting with the relaxing of the definition of interference, the proliferation of part 15 devices and lack of field personnel at the FCC.  (Open)

Old Business

BPL Issues: ARRL is continuing their objections to BPL and its interference.

450 MHz IX: No report.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: 700 Mhz and 4.9 Ghz plan has been sent to the FCC for publication and approval. Changes were made in response to comments received from the FCC about the earlier plan about record keeping and outreach to interested parties. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.    (OPEN)

800 MHz IX and Nextel issues: 800 Mhz rebanding voluntary negotiations for wave 4 start April 3. 800 Mhz plan is still under review before submission to the FCC. (OPEN)

Technical Seminars at WWCIC Meetings: Harris Corp. is scheduled for a presentation on HD radio in April and Motorola is scheduled for a presentation on tower top amplifiers at the March meeting. We are always looking for more presentations. (OPEN)

XM and Sirius Satellite Radio News: Nothing new.  (OPEN)

APCO business or reports and general frequency coordination news:  Wiz reported that some good seminars at national APCO meeting in Florida. Katrina aftermath reports indicated most radio system failures were due to water and power issues. A number of sites were below water level or backup powered by natural gas. Regional APCO meeting in Portland the week of March 14. (OPEN)

License-free or Spread-Spectrum technology issues: No report.  (OPEN)

Amateur radio activity: APCO will have a committee to work with ARRL and public safety officials on how to use amateur radio operators as a resource.

CBP Interference: No report (Open)

 

New Business

George will check with Semiahmoo and WCTC to coordinate scheduling the June mtg.
