Dates for WWCIC meetings for 2005   They are the 2nd Tuesdays of the month like The December meeting is usually a Holiday Season Brunch.  The current location is the Washington State Patrol Office in Bellevue.  Please note, & place these on your calendars.

Financial Report  

No report.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:36 AM, at the WSP in Bellevue.  Introductions were made around the tables.  Members and guests in attendance today: 28.

Secretary-Treasurer Finance and Correspondence Reports: Chuck tendered his resignation as Secretary-Treasurer. George and Wiz will handle the duties until a replacement is selected.

Committee Reports

Constitution and Bylaws Committee Report: No report  (OPEN)

Technical Committee Report: No report.  (OPEN)

Web Site Report: No report.  (OPEN)

FCC Report:  The commission is still interested in receiving reports of unsolicited FAXs. Viacom was given a consent decree and fined $3.5M for obscenity. Several other companies were fined as a result of the Super Bowl fallout. A new study indicates cell phone usage causes benign brain tumors.  (OPEN)

  Old Business

800 MHz IX and Nextel issues: Steve stated Nextel is looking at transition plans for region 35 (Oregon).  What effect does it have on Vancover WA?  The report and order was published  in the federal register, now Nextel has 60 days to accept it. There are no plans at all for the border regions. How can they shuffle Oregon and not factor in Washington. (OPEN)

700 MHz Planning & Meetings:  There were meetings at Snohomish PUD for both the 700 and 800 Mhz regional planning process.  For more info 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.  Some discussion of 4.9 Ghz public safety wireless data systems.  There has been some activity in Canada on 700 Mhz issues.   Meeting schedules and past meeting minutes are on these web sites.   Be sure to check them for the latest information in this important planning step for both 700 and 800 MHz use in the future.  (OPEN)

Grass Mt. 48.48 MHz IX Report: DNR had a electrical contractor rework some of the electrical distribution in the building which resulted in a reduction in IX from 35 to 13 dbm. The DNR hoping to get back up and work the problem some more since the warm weather has left minimal snow.   (OPEN)

450 MHz IX: Nothing new to report.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

BPL Issues: Nothing new, except a gag proposal from Harlan and a little discussion afterwards.  (OPEN)

Technical Seminars at WWCIC Meetings: Request made to general membership to solicit any of their contacts and/or ideas for seminars. Suggestion to post a invitation form  letter on the web site that members could take to vendors when they see them.  Topics from the floor P-25, Bird Technologies, simulcast systems. Alan will post if he is given enough input. Harlan will attempt to get something started.  (OPEN)

XM and Sirius Satellite Radio News:  (OPEN)

APCO business or reports and general frequency coordination news:  Kris Fisher (Valley Comm) is running for National Vice-President. (OPEN)

License-free or Spread-Spectrum technology issues:  Nothing to report. (OPEN)

Amateur radio events and activities: George reported some “digital” interference to the 147.08 Mhz repeater at Tiger Mt.  (OPEN)

New Business

2010 Olympics Vancouver BC, so far NAB working with Canada has requested 2700 freqs across the spectrum.  Some venues are at high elevations; what coordination/protection will the US have?

Spencer noted the SIEC process is still active. The first report is due to given to the legislature in January. The state of the state’s interoperability.  A more detailed report is due in May ultimately recommending a new statewide system.

Dennis introduced Mike Mehigan a new engineer at the Seattle FCC office, he transferred from a  FCC office back east. He studied radio electronics and microwave in college.

 

Items of Information

Miscellaneous: Lots of general-purpose discussion throughout the meeting; much of which is similar in years past.  Just the names, dates, times and frequencies are different.  Pat’s jokes are getting better each month.
