Chairman Steve Mayes called
the meeting to order at 09:40. Introductions
were made. Copies of DRAFT minutes
from the Nov 13 meeting were reviewed, a minor correction made, and they were
approved.

800 MHz IX-
Discussion on the Nextel “White Paper” concerning a proposal by
Nextel to re-align and re-allocate spectrum.
The paper can be found on the FCC Web-site, or several other sources. Steve Leonard may be able to assist also.

MHz Planning Meetings.
Jon Wiswell had no news to report, but the committees are active..

Since
the WSP had kindly offered the continued use of the District Office location
until June 2002, no further consideration for meeting locations were discussed.
Anyone with anything further is welcome to raise the issue again.
Secretary-Treasurer
Position-
The FCC is not able to supply any staff to cover the position, so the membership will need to elect .
WWCIC
Officer Elections- Elections were
held. George Bisso was elected
Chairman for a 2 year term. Jon
Wiswell was elected Vice-Chair for a 1 year term.
Loren Postma was elected Sec-Treas for a 1 year term.
The new Executive Board will nominate or confirm the Member-at-Large
positions in Jan 2002. Harlan Ohlson was considered, but since he was absent at
today’s meeting, the members chose to wait until the next meeting to confirm
the positions. The 2nd
M-a-L position was vacated by election of George B to Chair.
WWCIC
Web-site
Alan Robinson has confirmed that the
service for the web-site was taken over by Interland (Atlanta).
The pre-paid service period had expired, but service was courteously
continued. Alan has paid the next
year’s service fee, from 10/1/2001-9/30-2002, and is seeking reimbursement. There
are potentially 30 mailboxes available as part of the web-site, and further
action by Alan is expected to make contacting Officers of WWCIC through the
web-site, a simple process. The new
Sec-Treas must meet one of the out-going Officers at the Bank in Totem Lake, to
make the transfer of authorization for funds access before any expenditure can
be made from the bank accounts. Another
option would be one of the existing signatories on the account write the check
for Alan. The organization owes
Alan $215.40, to be worked out in Jan 2002.
In the meantime, any interference reports may be Faxed to Dennis
Anderson, at FCC, or left for Alan on the web-site, and he will get them to
Dennis. (Open)
Kitsap
Co VHF Interference
Dean Heistand e-mailed that the IX
problem to Kitsap County’s VHF and WSP had been resolved.
Alan R read from Dean’s message. A

FCC
Issues / Info- Dennis Anderson
reviewed several items. The Nextel
White paper”, King Co malfunctioning bi-directional amps, ASR concerns,
license renewals, with FCC positions “not being very tolerant”.
Federal Registration Number (FRN) taking place of TIN numbers for filing
applications. IX to Cellular phone
Co’s, by LATD’s. (lighted antenna display terminal) George Bisso mentioned an issue with 2 GHz proposals remove
some licensed users and move them to 13 GHz.
More info next meeting. There
has been some new activity to free up the Ch 62-69 spectrum for other uses than
the existing TV stations, since the 9/11 attacks. Discussion ensued about FRS, and how many businesses are
using it for routine communication. Belief
is that rules are not specific enough to prohibit those uses.
Also, a concern that with sale of radio products designated on itinerant
frequencies, not enough emphasis is placed upon declaring they are licensed by
FCC for specific uses. Other FCC

The meeting was adjourned at 1105, and the body retired to enjoy a
wonderful feast of tasty delights for the Season, hosted by George Bisso.
