Bisso called the meeting to order at 9:50.
It was noted that email copies of the October 12, 1999
minutes were apparently lost in cyberspace as no one received one.
The glitch was blamed on the fact that the secretary’s computer system
was in the process of being upgraded and may have been temporarily off-line.
Hard copies were provided at the meeting which were reviewed and approved

OLD BUSINESS
PCS
IX on Maynard Peak. Pat
Buller wanted to clarify for the minutes that Maynard Peak and Mt. Blyn are
actually far removed from the Navy site that was experiencing the interference.
It is in the Gardiner area but has no formal name.
Washington
State Patrol (WSP) Squawk
Repeater.
Pat Buller stated that WSP is still experiencing interference.
There is no one source for the problem.
The interference only occurs when WSP, National Weather Service (NWS),
and U.S. Customs transmit simultaneously, and Pat attributes it to deterioration
of the equipment, fencing, tower, and surrounding metal. The site belongs to King County which has sublet it to WSP
and Bonneville Power Authority (BPA). WSP has taken steps to build a new tower
in the spring and repair its share of the
fencing but recommends the whole site be overhauled and is asking for
cooperation from all players. Pat
suggested that NWS move to another site or swap frequencies.
Ted Beuhner replied that since NWS and Customs are federal agencies, it
would take 1-2 years to go through frequency coordination.
A motion was made and seconded to table the issues until all parties
involved meet and report back to WWCIC the results of their discussions.
The majority of those present voted yes.
Interference
from Nextel IX. Stephen
Lockwood passed out an information sheet regarding interference to the
Phoenix Police Department from Nextel. Discussion
centered on the impact of Nextel’s interference to our community and across
the nation. Dennis Anderson
emphasized that all specific occurrences should be documented and sent to him.
So far, he has received only one formal complaint from Wiztronics.
He commented that Nextel has responded to all complaints thus far.
Joint
Meeting With Canada.
A motion was made, seconded and voted affirmative to withdraw the
proposal to submit a letter to FCC. Instead,
we will concentrate on planning ahead for the next joint meeting and trying to
get a commitment from someone in WTB to attend.
It was also recommended that representatives from local Congressional
offices be contacted; however, that suggestion will be deferred until the
December meeting.
NEW BUSINESS
Letter
of Determination from IRS.
Shirley will check with the IRS on how to get a letter of determination
that recognizes WWCIC as a tax-exempt entity.
GMRS.
John Fisken inquired whether GMRS license applications must be
coordinated with Industry Canada. The
answer was no.

Spectrum
Cap. News
Release dated 9/15/99 announced that FCC has largely retained the current 45 MHz
spectrum cap in order to promote competition and protect consumers.

Standard
Broadcast Reradiation and Tower Construction.
Public
Notice dated 8/11/87 was republished to re-advise Part 22 cellular licensees and
permittees of their obligations to protect existing AM broadcast licensees prior
to construction of cellular towers.

Slamming.
FCC proposed $2 million fine to Qwest Communications for slamming.

Medical
Telemetry Equipment.
FCC OET is asking parties operating medical telemetry equipment in the
450-460 MHz band to assist FCC by providing certain information on their
operation.

E911. OET
and WTB are seeking technical information on measuring the accuracy of Enhanced
911 systems for locating wireless callers.
Rules aimed at providing consumers with E911 emergency services when
using wireless phones have been revised to promote public safety and
competition.

IX
to US Coast Guard.
In response to a report of interference to Marine Channel 16, FCC DF’d
the signal to Buck Mountain. The
process of investigation led the FCC agent to Chuck Thompson, City of Seattle,
who happened to be on Buck Mountain when FCC arrived there.
The source of the IX was the Marine Exchange and the offending
transmitter was turned off.

Info. Mr.
Bisso presented an email from the SBE frequency coordinator which announced that
Immersion Entertainment has received an experimental license from FCC to operate
at various motor sports racetracks south of Line A.
