Dates for WWCIC meetings for 2006   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts.  The current location for regular meetings is the Washington State Patrol Office in Bellevue.

 

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 9:40 am. Introductions were made around the tables.  Attendance today: 8.

Adoption of draft minutes of last meeting: Meeting minutes for September and October’s meetings were approved as drafted.

Secretary-Treasurer Finance and Correspondence Reports: Third quarter web hosting bill of $54.00 paid. Dues for two members received. Checking balance $594.70, savings balance $2872.51.

Committee Reports

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome. Members are asked to think about possible presentations/presenters. The different trunking protocols were suggested as topics for future presentations. Icom is now planning a presentation early 2007 on digital modulation land mobile radio. (OPEN)

Web Site Report:  Alan is continuing to check into suggested additions to the web site. (OPEN)

FCC Report: No report. (Open)

Old Business

BPL Issues: Seattle City Light is being lobbied to use BPL but has no plans to do so at this time. BPL is normally associated with the high voltage distribution grid. Motorola is now advertising products to multiplex data networks on building power wiring.  (OPEN)

150/450 MHz IX: No Report. (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: Joint 700/800 Mhz meetings are the last Wed of the month, non public safety attendees welcome. The 700 Mhx plan has been approved for Region 43. Several applications are in the works. The committees are responsible for first approval and then refer them to the Frequency Advisor. Fifteen days left for comments on OBriens Cyrencall proposal. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon. (OPEN)

800 MHz IX and Nextel issues: It is very important to document the system performance before rebanding; spectral purity, signal strengths, etc. This gives you a benchmark to reference when trying to resolve issues after rebanding.  (OPEN)

Technical Seminars at WWCIC Meetings: No presentation at December meeting. Several are in the works for the early 2007. Suggestions are welcome. (OPEN)

XM and Sirius Satellite Radio News: Nothing new.  (OPEN)

APCO business or reports and general frequency coordination news:  No report. (OPEN)

License-free or Spread-Spectrum technology issues: Congestion problems continue. Some large corporations have had to dedicate resources to sort out internal/external conflicts between their own users. (OPEN)

Amateur radio activity: No report. (OPEN)

New Business

Qualcomm is continuing to build out digital TV stations to provide low definition video to wireless phones around Western Washington. Equipment is being collocated at existing communications sites with power levels in the multiple kilowatt range. One was recently installed at Lookout Mtn, by Bellingham on TV channel 55 (716-722M). They are able to transmit 20 digital LDV channels in a standard TV channel bandwidth.

Boeing will be implementing some 4.9 GHz systems, they are being proactive to minimize problems.

 

  Items of Information

Wiztronics is planning a digital radio demonstration (P25) in the spring (~April). They plan on setting up equipment from multiple manufactures including portable, mobile, base, and repeaters for live testing. This is mainly being set up for public safety personnel in the North Puget Sound area to see how things really work but will be an open house. More information to come.
