Dates for WWCIC meetings for 2004/5   They are almost all the 2nd Tuesdays like always, but with a few exceptions.  The December meeting is a Holiday Season Brunch.  The current location is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:30 AM, at the WSP in Bellevue.  Introductions were made around the tables.  Members and guests in attendance today: 24.  George noted that Bird would like to do a technical presentation early next year.

Adoption of draft minutes of last meeting: Meeting minutes were recorded by Chuck Zappala, Sec/Treasurer.  The previous meeting minutes were reviewed, moved and accepted.

Committee Reports

Constitution and Bylaws Committee Report:  No further action.  (OPEN)

Technical Committee Report: See above.  (OPEN)

Web Site Report: Alan said the web site has been updated with new content.  (OPEN)

FCC Report:  Steve reported that the FCC recently performed an enforcement on a micro-broadcaster in the Sea-Tac area.  A repeat offender of an unlicensed radio station in Oregon was “fined” $10,000.  ACR Electronics was “fined” $75,000 for import problems.   There was a short discussion about an interference problem at Sea-Tac airport.  A motion was made and passed that Boeing and the FCC will look into the problem.  Neither one are involved in the issue.  (OPEN)

  Old Business

800 MHz IX and Nextel issues: Steve reported that the PTT marketing moniker was settled.  The FCC will post the re-banding rules in February-March 2005.  (OPEN)

700 MHz Planning & Meetings:  Wiz reported that the plan is going out to adjacent regions. The latest version is on the web site. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.  Contact Wiz (ex-Jon Wiswell or Kevin Kearns for more info.  Meeting schedules and past meeting minutes are on these web sites.   Be sure to check them for the latest information in this important planning step for both 700 and 800 MHz use in the future.  (OPEN)

Grass Mt. 48.48 MHz IX Report: Mark Savage from DNR was at the meeting and reported that corrections are underway.   He explained what has been done.  George welcomed Mark to the meeting and invited him to attend the meetings. (OPEN)

450 MHz IX: Nothing that we can publish. (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

BPL Issues: Lots of pain coming. (OPEN)

Technical Seminars at WWCIC Meetings: See above. (OPEN)

XM and Sirius Satellite Radio News: Nothing to report. (OPEN)

APCO business or reports and general frequency coordination news:  Pat introduced Jay Morrison as the new local APCO coordinator. (OPEN)

License-free or Spread-Spectrum technology issues: No reports. (OPEN)

Amateur radio events and activities: Nothing new to report. (OPEN)
