called the meeting to order at 0948, at WSP in Bellevue. Introductions
were made around the tables. DRAFT Minutes of the Oct 14, 2003, meeting
were reviewed and approved. Members and guests in attendance today: 11.

800 MHz IX Discussion centered around the many points of view concerning the 800 MHz controversy between the Public Safety and other services communication systems. Loren brought a compilation of news articles from several sources for review, as the picture keeps changing, as more parties give a voice. Steve Leonard was ill today, not able to attend. Loren told a brief recap on SERS new system progress, particularly from City of Everett perspective. Jay mentioned that WSP has been approached about providing service for Dispatching in Monroe and Sultan. More is expected, as our discussion continues, w/ fresh updates at each meeting. Please come to the meetings to get the most from what is discussed. (OPEN)

Wiz had nothing new to report. Recall,
the conference phone number is (253) 512-7310, in use at the 700
meetings. The 700 MHz web sites
are www.region43.org for Washington
State, and www.region35.org, for
Oregon, respectively. Contact Jon

Meeting schedules and past meeting minutes are on the web sites.
Be sure to check them for the latest information in this important
planning step for both 700 and 800 MHz use in the future.

George will contact Alan to make sure he has all the support needed.

Technical Seminars
at meetings
Kim Torp-Pedersen reported that the
TXRX presentation would likely include someone from New York.
He will try again to arrange it in Jan or Feb 2004.

APCO
Per Jay S, the word is out that Pat Buller will be retiring from his
position as APCO Frequency Coordinator after many years of dedicated service in
the job. We will be awaiting news
for assignment of a replacement for this important position.
Unlicensed or
Spread-Spectrum
The buzzword this time was Dynamic Relocation & Netting.
FRS radio was briefly discussed again.
More information is desired from FCC.
Noise floor issues continue. Several
attendees mentioned experiences.
Elections Responding
to Sec/Treas Loren Postma’s announcement of resignation of his position by Dec
31, 2003, the group considered nominations, discussed alternatives, and resolved
to put elections off until December. Volunteers
are sought; nominations can be phoned or e-mailed to any of the present
Officers. Any names will be brought
forth at the meeting. George
offered his services for another term as Chair, should the membership favorably
consider it. Also, Wiz, Harlan
& Steven Mayes are willing to continue in their respective positions for
another term. December will
formalize the future for WWCIC. A
notable quote, “NO FOOD UNTIL AFTER THE ELECTION”.
Interference noted on
48 MHz
Pat Buller’s issue-This has been
corrected. Fluorescent lights were
to blame. Jerry Noe problems on
48.42 with higher noise; unknown if resolved, as Jerry absent from today’s
meeting. More investigation needed?
FCC changes in FRS
Rules- Incorporated into discussion on “Unlicensed” item.
Need to get more
information on BPL issues-collecting information.
5 items from Harlan Ohlson were brought up.
1.) Morgan O’Brien resignation from Nextel, 2.) 800 MHz co-channel IX issue at milepost 36 on I-90, 3.) Denver “Pericle Comm Co submittal, 4.) Motorola submission letter- “40% of equipment needs to be replaced”. 5.) ISSI Committee- P.25 interface faces challenges.
FCC Nothing to report, no FCC people able to attend today. From last month for review, all the e-mail addresses for FCC staff have been changed, to a new style. They are using the full name of the staff member, and are case sensitive. Example: Dennis.Anderson@fcc.gov is the new appearance. Full name, appropriately caps, dotgov. Hopefully, not too confusing.
