Chairman Steve Mayes called the meeting to order at 9:40.  Minutes of the October meeting were reviewed and approved.  

FINANCIAL REPORT  

Checking Account Balance:                     $2,802.32

Savings Account Balance:                        $1,732.15

OLD BUSINESS

NOAA Move to Cougar Mountain.  Kris McGowan conveyed her conversation with Ted Beuhner of the National Weather Service.  Overall, NOAA is satisfied with their move.  They have gained extra coverage there and will continue efforts to get coverage in all areas.  (CLOSED) 

Interference from Nextel.   Nextel contacted the City of Bellingham to advise they would be tilting  the antennas up at the St. Joseph Hospital site tonight and will run tests on Wednesday.  Recent response from Nextel has been positive.  They have started to submit preliminary plans and studies regarding proposed sites to entities that may be affected by Nextel’s presence.  Dennis Anderson emphasized that in order for FCC to take action, he must receive a written complaint.  (OPEN) 

Suggested Amendments to Constitution and Bylaws.  Rich Tiedeman was not present to discuss his recommendations.  (OPEN)

Site Standards.  Pat Buller sent an email to Doug Rider of the Inland Empire Cooperative Interference Committee (IECIC) responding to KSPS-TV’s assertion that WWCIC’s site standards should be tighter.  Pat’s email stated that the WWCIC standard is intended to support the two-way radio industry, not the broadcast industry.  Broadcast operations are at a much higher power level and have problems to overcome not usually applicable to a relatively low power communications site.  In addition, broadcast is regulated by a different section of FCC rules than land mobile users.  Pat went on to say in his email that the WWCIC standard will remain as written but will be updated if the need arises.  A copy of Pat’s email was previously sent to all members.  (CLOSED 

450 MHz.  Perry Wheeler reported that his repeater is still experiencing interference through the 450 MHz band.  FCC will investigate if Perry submits specific information in writing or by email.  (CLOSED)

NEW BUSINESS

December Meeting.  Curt Kyle made a motion that WWCIC sponsor a catered breakfast or buffet for the December 12 meeting.  The motion was seconded and members voted to spend up to $500.00.  (CLOSED)

Unsolicited Faxes. Curt Kyle is receiving unwanted faxes on their “emergency only” fax line.  Normally, the FCC Seattle Office forwards complaints of unsolicited faxes to the Enforcement Bureau Telecommunications Division.  Kris McGowan will check with them about prioritizing Curt Kyle’s complaint.  (OPEN)

Pirate Broadcast.  FCC agents had been trying to locate the Mt. Si Free Radio pirate on 87.9 but closed the case due to inactivity.  If anyone hears the broadcast, please let Denny know.  (CLOSED)

 

ITEMS OF INFORMATION

WSP.  Pat Buller commented on the following:

1)      He needed to modify four microwave licenses and tried to renew at the same time.  The renewal applications were denied as they cannot be filed sooner than 90 days prior to expiration.  When the time comes, he will be required to file on ULS.

2)      He recently denied an application for transmission from WSP’s tower.  It was from a music broadcast service in 2.3 GHz band using 30,000 W.  They have submitted applications for several sites around the area.

Washington DOT.  Harlan Ohlson said DOT had to hire another engineer to deal with RF exposure liability and certification issues.

Hantavirus.   In talking with clients, Stephen Lockwood stated that the Hantavirus is giving everyone a scare.  It is carried by rodents and can affect the pulmonary system with very serious or fatal results if infected.  The Center for Disease Control has issued strict warnings.  It’s also a concern for the Forest Service.

FCC.  Dennis Anderson reported on the following FCC issues.   Most FCC documents can be found on FCC's web site www.fcc.gov.  If you would like a hard copy, please contact Shirley Perry.

1)      Enforcement Bureau (EB) Progress Report.  EB is focusing on three enforcement areas:  consumer protection, competition, and spectrum.

2)      WA State 700 MHz Public Safety Planning Committee.   First meeting will be held today, November 14, at 1:00 p.m. at King County Emergency Management.

3)      Fact Sheet for Wireless Licensees.  FCC Q&A Fact Sheet, dated 9/19/00, discusses private wireless licensees’ obligations under Section 310(d) of the Communications Act and provides advice on questions licensees should ask as part of their due diligence prior to consummation of assignment and transfer of control applications.  It also discusses EB’s enforcement authority and policy in this area.

4)      Change in License Term.  Report & Order, FCC 00-235, 7/12/00, adopts a 10-year license term for Part 90.  WTB will implement the change effective with FCC receipts of November 13, 2000.  New fees are $120.00 (below 470 MHz) and $180.00 (470 MHz and above).

5)      Forfeitures/Contributions:

·        [a marketing company], $47,000, for unsolicited faxes.

·        [a radio amateur], Amateur Licensee, $1,000, for causing willful or malicious interference.
