Dates for WWCIC meetings for 2007   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and November joint meeting with our Canadian counterparts.  The current location for regular meetings is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Vice-Chairman Wiz called the meeting to order at 9:37 am. Introductions were made around the tables.  Attendance today: 7.

Adoption of draft minutes of last meeting: Meeting minutes for September’s meeting were approved as drafted.

Secretary-Treasurer Finance and Correspondence Reports:  Checking balance $950.14, saving interest income $.51, savings balance $1880.52.

Committee Reports

Technical Committee Report:  No report. (OPEN)

Web Site Report:  No problems noted, over 400 hits this year. (OPEN)

FCC Report: The FCC has a paper out on BDAs and interference. (Open)

 

Old Business

BPL Issues: NTIA has published a report on BPL. BPL Phase Two is out three years late.

Direct TV is pushing a BPL solution for connectivity between their receivers and subscribers devices in the home.  (OPEN)

150/450 MHz IX: Several transient interference reports in the 450 band. Some progress being made on East Tiger Mountain interference. Through great diligence WSP has been able to license four new VHF channels near the Canadian border.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: The last scheduled meetings for the 700 and 800 MHz committees were canceled. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon. (OPEN)

800 MHz IX and Nextel issues: Sprint has announced a “Femto Cell” product and service to help people with poor signal level. The unit requires a high speed internet connection and GPS signal for the internal receiver. The GPS provides timing reference and location data so the system network knows where it is and configures it to fit into the system via the IP connection. If it is located outside of the authorized service territory it will not activate.  The unit will support three simultaneous calls and will hand off calls to the main network system. The customer cost of the unit is expected to be less than $50. Current service pricing is $15/mo with the subscriber units of the owner getting unlimited airtime and other units that use it will be charged at their plans rate.  There is some concern if these are deployed in area that has good coverage from the macro network it will then reduce the capacity of the system in that area. Another is if multiple units are deployed very close to each other the network will not be able to fit them in to the system. The lure of free airtime will encourage innovative thinking and undoubtedly some challenges. This is just the first of many consumer level devices that are expected to come out for the wireless services.   (OPEN)

License-free or Spread-Spectrum technology issues:  The airlines that had implemented onboard WiFi have shut down their systems due to lack of use and profitability. (OPEN)

4.9 GHz: Motorola is pushing 4.9GHz for Public Safety applications. Audio/video/data between field units and from the field to fixed locations. (OPEN)

Amateur radio activity: No Report.  (OPEN)

New Business

Joint WCTC/WWCIC Meeting

M/A-COM has offered to help with the November meeting Kit Eldridge from M/A-COM has been in contact with George to iron out details. Several other manufacturers have also expressed interest in making presentations or having information available. The suggestion is to end the main meeting earlier in the afternoon and have vendors available after the meeting and/or during breaks for people to talk with. An agenda needs to be developed with several focus issues to attract attendance. Communications for the Olympics, interoperability, 700/800 MHz plans are major topics identified so far.
