Dates for WWCIC meetings for 2005   Meetings will be held on the 2nd Tuesday like always, with no meeting in August and June joint meeting with our Canadian counterparts subject to change.  The current location is the Washington State Patrol Office in Bellevue.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:41AM, at the WSP office in Bellevue.  Introductions were made around the tables.  Members in attendance today: 15.

Adoption of draft minutes of last meeting: Meeting minutes for September’s meeting were approved as drafted.

Committee Reports

Technical Committee Report:  Suggestions for technical presentations at meetings are always welcome. (OPEN)

Web Site Report:  Third and fourth quarter web site hosting bills were forwarded.  (OPEN)

FCC Report: FCC 05-157 800 Mhz update is available.  (OPEN)

 

Old Business

BPL Issues: Seattle City Light is still investigating use of BPL.    (OPEN)

450 MHz IX: No report.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

700 MHz Planning & Meetings: The last meeting was in Yakima the next will be on the west side. The 700 Mhz plan is out and ready to be sent to the FCC with the Portland area issues resolved. Revisions are expected. If you are taking part in rebanding make sure your inventories and licenses are up to date so the rebanding goes smoothly and you get what you are due. Senators McCain and Stevens are requesting defined required dates for new TV tuners. The old Conalrad type system has been suggested for national alerting. The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.    (OPEN)

Technical Seminars at WWCIC Meetings:     Jim Brophey and Marcus DesSilva of Tektronix made a very informative presentation on spectrum analyzers at the meeting. Harris Corp. is planning a presentation on HD radio at our meeting in early 2006. We are always looking for more presentations. (OPEN)

XM and Sirius Satellite Radio News: Advertising has slowed, HD radio has made an impact.    (OPEN)

APCO business or reports and general frequency coordination news:  At the Denver  national meeting the Transition Authority reinforced the issue of having all your documentation (inventory, licenses, plans, etc.) complete to help ease the rebanding transition. The format for how and what is to be used has not been defined. The next local chapter meeting will be held in Bremerton. (apcowa.org)  There were reports from public safety officials in the hurricane Katrina affected areas that actions of federal disaster responders had shut down local communications systems. Reasons were unclear as to whether the federal operations needed infrastructure, instructions were misinterpreted poor judgment, or what the result was that local law enforcement had to guard there own facilities.  (OPEN)

License-free or Spread-Spectrum technology issues: No report. (OPEN)

Amateur radio activity:  The question was raised can C4FM or the P25 digital modulation be used in the Amateur bands? Kris has not received a response from her inquiry. There has been some use of this type of modulation by amateurs in several other areas. FEMA turned down offers of assistance in the Gulf Coast areas from the amateur radio. Amateurs have extensively supported the Red Cross, Salvation Army and other organizations. Some stranded victims called friends that were amateur radio operators they knew on wireless phones and had them summon help to get rescued.  (OPEN)

 

New Business

Qualcomm is setting up a North American network for video to wireless phones. A lot of infrastructure is now in place for TV channel 53 and 55 nationwide transmitting spectrum in major metropolitan areas with 50kw erp. This has been in the works for approximately two and a half years.

Items of Information

Systemware has been doing government work for 15 years or more and has software defined radio interface with spectrum analysis. Some of their products may have application in the private/public safety sector.
