Dates for WWCIC meetings for 2004   The following dates were established for the slate of meetings in 2004.  They are almost all the 2nd Tuesdays like always, but with a few exceptions.  Nov 9, & Dec 14.  The December meeting is usually a Holiday Season Brunch.  The current location is the Washington State Patrol Office in Bellevue.  Please note, & place these on your calendars.

Business Reports

Chairman’s opening comments: Chairman George Bisso called the meeting to order at 09:28 AM, at the WSP in Bellevue.  Introductions were made around the tables.  Members and guests in attendance today: 24.  Voted to have a short business meeting and move onto the technical presentation.  We broke a record… shortest meeting I’ve attended in over 15 years, 26 minutes.

Adoption of draft minutes of last meeting: Meeting minutes were recorded by Chuck Zappala, Sec/Treasurer.  The previous meeting minutes were reviewed, moved and accepted. 

Secretary-Treasurer Finance and Correspondence Reports: Provided on the previous page. 

Committee Reports

Constitution and Bylaws Committee Report:  No further action.  (OPEN)

Technical Committee Report: No report.  (OPEN)

Web Site Report: Alan said it’s working and draft version 0.3 of the Constitution and Bylaws are posted.  (OPEN)

FCC Report:  Kris said that the FCC recently worked on an interference complaint from Industry Canada. Not much else.   (OPEN)

  Old Business

800 MHz IX and Nextel issues: Steve reported they had a meeting with Puget Sound Energy about their 900 MHz system and that Nextel is looking to have discussions with other owners of 900 MHz systems for business opportunities and to manage spectrum concerns.  Also Nextel is doing some pre-deployment testing. 700 MHz Planning & Meetings:  Wiz reported that the November meeting will finalize the regional plan.  All interested parties are encouraged to send comments or attend the meeting. Check the web site for more information.   The 700 MHz web sites are www.region43.org for Washington State, and www.region35.org, for Oregon.  Contact Wiz (ex-Jon Wiswell, Pat Buller or Kevin Kearns for more info.  Meeting schedules and past meeting minutes are on these web sites.   Be sure to check them for the latest information in this important planning step for both 700 and 800 MHz use in the future.  (OPEN)

Grass Mt. 48.48 MHz IX Report: Pat Buller reported that the noise continues but an electrical contractor for the site is working on it.  Pat’s not very optimistic on the outcome.  Another contractor is working on some tower problems.  Stay tuned.    (OPEN)

450 MHz IX: Ed reported that the IX he reported a few months ago was quickly handled by the FCC the next day.   The IX source was running too much power and using a trunking system that they were not licensed for.  (OPEN)

FRS Issues: Nothing new to report.  (OPEN)

BPL Issues: FCC said new info is on the FCC.gov web site in the Daily Digest section.  (OPEN)

Technical Seminars at WWCIC Meetings: Nothing new to report. (OPEN)

XM and Sirius Satellite Radio News: George reported Sirus is gearing up with programming to do battle with XM.  XM is up to 430K subscribers, but far short of expectations.  XM laid-off a bunch of folks to cut costs.  Both are doing battle of a contract for NFL.  (OPEN)

APCO business or reports and general frequency coordination news:  Nothing new to report.  (OPEN)

License-free or Spread-Spectrum technology issues:  George reported that they were trying to make a spread spectrum system work at Tiger Mt.  He gave up because of too much IX to the system.  (OPEN)

Amateur radio events and activities: Nothing new to report.   (OPEN)
