January 9, 2001 Meeting
Vice-Chairman
Gerald Broerman called the meeting to order at 9:55.
Minutes of the December meeting were reviewed and approved.

Interference
from Nextel.
There is nothing new to report since the last meeting.

Suggested
Amendments to Constitution and Bylaws.
Shirley gave everyone a copy of Rich Tiedeman’s proposed changes.
Members will review them and discuss it at the February meeting. (OPEN)
Unsolicited
Faxes to WA EMD.
Dennis Anderson did not know if Kris McGowan had contacted or heard back
from FCC/ HQ regarding the faxes
EMD was receiving on their emergency fax line.

Nomination
of Member at Large.
Harlan Ohlson was selected as WWCIC Member-at-Large #2.
Since he is absent today, Shirley will send him an email to confirm his
acceptance. (OPEN)
December
Breakfast Meeting.
Shirley
reported that the breakfast went $43.32 over the budget of $500.00 because of
tax and service charge. Those
present voted to approve the extra cost. (CLOSED)
Microradio
Broadcast.
Dennis Anderson requested that Steve Safarik, in his emails to the
micro-community, avoid identifying individuals associated with WWCIC who may be
involved in the shutdown of pirate activities.
Steve explained his involved and a satisfactory resolution was indicated. (CLOSED)
461.075
MHz Interference to Wiztronics. Jerry
Noe is protesting a license grant on 461.075 MHz to a surveying company that
could cause interference to Wiztronics trunked system in the Mt. Vernon area.
He will fax details to Dennis Anderson.

MHz Planning Meetings. Curt
Kyle will let Dennis Anderson know when the next meeting will take place.
He said the purpose of the last meeting was to elect officers and try to
determine the most efficient use of the frequencies.

Joint
Meeting 2001.
Curt Kyle pointed out that it is our turn to host the meeting.
He asked if we should try again this year to get a speaker from FCC HQ.
The general consensus was “no”.
The issue of agenda items was tabled until the next meeting.

Buller. Pat
announced that he has left the employ of Washington State Patrol because they
abolished the Electronics Department. He
is now working for Tacoma Power.
ULS. Jack
Manon commented that apparently only one person in the FCC Licensing Division
issues passwords. It can take up to
48 hours to get a response.

Color Dot
Frequencies
have been deregulated and are now under Part 95.
2)
FCC released an interim report on a spectrum study of 2500-2690 MHz.
The report examines characteristics of 3G systems and use of 2500-2690
band. Final report is be completed
by March 1, 2001.

Violations/Forfeitures/Contributions.

A
manufacturer/importer, $7,000, for marketing unauthorized amplifier.
·
An amateur
radio operator, forfeited license, for deliberate interference to Philadelphia
based Amateur radio club.
·
A
communications company, $640,000, for slamming.
·
A Site
Company, $10,000, for failure to exhibit red obstruction and medium intensity
obstruction lighting.
4)
Notice of Proposed Rulemaking was issued on December 8, 2000 to amend
Part 2 of rules to streamline the equipment authorization procedures for software
defined radios (SDR).
5)
US Navy will be testing radars on USS Carl Vinson on 800-900 MHz January
11-12, and 2-4 GHz January 22-23.
The
